Abstract
A governed-compute framework is disclosed for controlling computational effects initiated by autonomous agents. A governance adapter intercepts attempted operations and converts unstructured or semantic requests into canonicalized effects, while directly accepting typed effects from structured interfaces. An orchestration engine located in an external governance domain validates each canonicalized effect using cryptographic-hash and time-hash verification engines according to immutable governance parameters defined in a sealed governance envelope. Execution of a canonicalized effect is permitted only upon successful validation, thereby preventing unauthorized effects regardless of prompt manipulation or semantic reformulation. The system further supports integrity-suspended states, secure execution environments, deterministic canonicalization, audit-trail recording, successor-envelope activation, and multi-engine unanimous authorization. A computer-readable medium and multi-domain governance methods are also disclosed.

CROSS-REFERENCE TO RELATED APPLICATIONS

[0002] This continuation-in-part discloses governed-compute embodiments that extend the sealed-governance architecture disclosed in earlier applications to the validation and control of computational effects. The disclosed embodiments transform attempted operations into canonicalized effect structures and validate such effects through externalized governance mechanisms, including immutable governance envelopes, cryptographic verification, temporal validation, and enforcement by an orchestration engine operating outside the runtime environment. These mechanisms govern computational effects independently of semantic interpretation or user identity and apply uniformly to operations initiated by software processes, human operators, or autonomous agents.
[0003] The governed-compute embodiments described herein operate atop the foundational primitives disclosed in earlier applications, including the use of sealed governance envelopes, architectural interdependence between an external Orchestration Engine (OE) and any Secure Execution Environment (SEE) invoked for hardware-isolated execution, and integrity verification using Cryptographic Hash Verification Engine (CHVE) and Time-Hash Verification Engine (THVE) mechanisms. These earlier disclosures also introduce ephemeral execution environments, immutability between envelope transitions, and governed mutation paths. The present continuation assumes those primitives as the underlying substrate and extends them to the validation and control of computational effects themselves.
FIELD OF THE INVENTION
[0004] The present invention relates to systems and methods for enforcing externalized, cryptographically verifiable governance over computational effects. More specifically, the invention pertains to machine enforced validation of immutable governance structures prior to permitting execution of any operation within a computing environment. The invention further relates to architectures in which attempted computational effects are transformed into canonicalized representations and evaluated by an external governance engine that applies cryptographic and temporal validation to determine whether the effect is permitted. These embodiments govern computation independently of semantic interpretation, identity based authorization, or runtime trust, and may be applied across conventional software systems, autonomous agents, distributed workloads, and hardware assisted execution environments.
TECHNICAL FIELD CONTEXT
[0005] The present disclosure relates to systems and methods for governing computational effects through externalized, machine enforced validation. More specifically, the invention pertains to systems for machine-enforced governance of effectual operations, where effect requests may originate from either structured interfaces, such as APIs, cloud control planes, device protocols, or PLC instruction sets, or from unstructured or semantic sources such as natural-language requests and outputs generated by large language models. For structured interfaces, the action surface itself provides the typed effect representation. For unstructured or semantic requests, the system may optionally invoke a canonicalization module to derive a deterministic effect representation suitable for governance evaluation.
BACKGROUND OF THE INVENTION
[0006] Modern computing environments rely heavily on identity-based security models such as usernames, passwords, roles, privileges, and access control lists to regulate system behavior. These mechanisms determine who may request an operation but provide limited assurance regarding what operations will actually occur once a request is issued. As a result, identity compromise through phishing, credential theft, malware, insider misuse, or supply chain compromise frequently grants an attacker operational authority despite the existence of advanced authentication layers.
[0007] Existing permission systems and policy engines suffer from significant limitations when applied to modern compute environments. Many safety and authorization models rely on semantic interpretation or mutable runtime state rather than on the deterministic evaluation of a typed effect request. Structured interfaces such as APIs, device-control protocols, and PLC instruction sets already expose explicit operational surfaces, but these systems generally do not enforce machine-verified boundaries over how those operations may be invoked by external callers, autonomous agents, or other unstructured sources.
[0008] All of these failures share a common feature. Governance is typically coupled to natural-language semantics, high-level policy descriptions, or mutable application logic instead of to the underlying typed effect being requested. As autonomous agents and large language models increasingly initiate actions through unstructured or semantic requests, there is a need for a mechanism that can convert such requests into deterministic effect representations. When a request originates from a structured interface that already defines its effect type, no canonicalization is required. The present invention provides a unified governance layer that applies machine-enforced control to both structured and unstructured callers.
[0009] The emergence of autonomous agents, distributed compute systems, and complex execution pipelines has created a need to extend these sealed governance primitives beyond data governance to general computational effects. There is a need for an architecture that externalizes governance from the runtime environment, governs computational effects rather than identities or semantics, determines whether an attempted effect is permitted by comparing it to an immutable governance structure, ensures that governance rules cannot be modified except through a governed process, autonomously detects tampering or inconsistency, remains cryptographically agnostic, and integrates with existing security infrastructure while providing deterministic enforcement. The present invention addresses these and other deficiencies.
SUMMARY OF THE INVENTION
[0010] The present invention extends previously disclosed sealed governance architectures to provide a universal mechanism for governing computational effects. Rather than relying on identity-based access control, semantic interpretation, or trust in the runtime environment, the system requires that each attempted computational effect be expressed as either a canonicalized effect derived from an unstructured or semantic request, or a typed effect when originating from a structured interface. The canonicalized effect represents the truth level operation to be performed without reliance on semantics or natural language interpretation. An external orchestration engine evaluates the canonicalized effect by applying cryptographic verification using a hash verification engine and a temporal verification engine, and by consulting an immutable governance envelope defining allowable effects, boundaries, and temporal conditions.
[0011] The governance envelope is immutable after sealing. Any modification to governance is performed through an envelope rollover process in which a governance mutation request is itself treated as an attempted effect and must be authorized under the existing governance envelope. If permitted, a new envelope is generated, sealed, validated, recorded in an audit trail, and activated at a designated temporal boundary. This recursive governance mechanism ensures that governance rules are enforced even during governance modification and prevents privileged bypass paths.
[0012] The disclosed architecture is cryptographically agnostic. The choice of hash algorithms and cryptographic primitives is encoded within the governance envelope, allowing safe transition to new algorithms when older primitives become obsolete or compromised. The system detects inconsistencies or tampering in envelope lineage, metadata, or audit trails and may enter an integrity suspended state. In this state, governed execution halts until system integrity is restored through metadata triangulation, sealed snapshot comparison, or activation of a new validated envelope.
[0013] The invention supports safe iterative construction of governance. Incomplete or incorrect governance specifications result in deterministic denial of attempted effects rather than execution in an unsafe manner. This allows organizations to refine governance based on observation of denied effects, enabling evidence-based construction of minimum viable governance without exposure to vulnerabilities. The system strengthens existing security infrastructure by transforming identity management, network controls, and other security measures into deterministic inputs to effect governance. It also simplifies application development by offloading authorization logic, cryptographic correctness, tamper detection, and audit generation to the governance plane.
[0014] Through these mechanisms, the invention provides a machine enforced governance substrate that enables externalized, mathematically provable, self-governing control of computational effects across software systems, autonomous agents, distributed environments, and critical infrastructure.

Terminology
System Architecture & Components
[0015] Architecturally Interdependent: A design principle in which a Secure Execution Environment (SEE), when invoked, cannot perform sensitive operations without receiving a validated authorization from the Orchestration Engine (OE), and the OE will not issue such authorization until governance validation is complete. In governed-compute embodiments, SEE usage is optional, and architectural interdependence applies only where hardware-isolated execution is required.
[0016] Canonical Audit Trail (CAT): A tamper-evident, append-only chain of governance events that includes attempted effects, allowed effects, denied effects, envelope rollovers, lineage identifiers, and integrity-related transitions. Effect Canonicalization & Classification

Description of the Invention
Architectural Overview: Validation-Execution Separation
[0036] The governed-compute embodiments introduced in this continuation-in-part extend the sealed-governance architecture disclosed in earlier applications by applying machine-enforced governance to computational effects rather than only to data-access events. The architecture preserves the foundational separation between a validation plane, in which all governance decisions are made, and an execution plane, in which permitted effects may be performed. This separation ensures that no computational effect whether initiated by a human, application, service, or autonomous agent can execute unless its canonicalized form has been externally validated under an immutable governance envelope.
[0037] Validation Plane (Governance Plane): All attempted computational actions originate in an untrusted runtime plane and are intercepted by a Governance Adapter, which transforms the attempted action into a canonicalized effect. System Architecture
[0040] The governed-compute embodiments disclosed herein extend sealed-governance principles previously applied to data-access workflows by introducing a machine-enforced architecture that validates computational effects prior to execution. The system is divided into two strict operational planes: (i) a runtime plane, where effect attempts originate and where untrusted computation occurs, and (ii) a governance plane, where all validation, policy enforcement, and authorization decisions are made. No component in the runtime plane possesses independent execution authority.

Governance Envelope Structure

All computational effects, whether originating from human operators, applications, automated services, or autonomous agents, are evaluated exclusively against the active governance envelope. Execution is permitted only when a canonicalized effect falls within the envelope's defined limits.
[0066] Null Governance Embodiment: In some embodiments, a governance envelope may be sealed with zero permitted effects, thereby creating a cryptographically enforced quiescent state in which no attempted operation is authorized to execute. Such “null governance” configurations allow a system, device, or agent to exist in an effect-isolated mode until governance evolves through an authorized envelope-rollover or governed-mutation pathway. This embodiment reinforces the fail-closed nature of the architecture and provides a safe initial or recovery state for systems requiring tightly bounded operation.

(b) when the attempted invocation originates from an unstructured or semantic source, canonicalizing the attempted invocation into a truth-level canonicalized effect that is independent of prompt content, agent reasoning, and semantic descriptors, and when the attempted invocation originates from a structured interface that provides a typed effect, using the typed effect directly as the canonicalized effect;
(c) validating the canonicalized effect against immutable governance parameters stored within a sealed governance envelope; and
(d) permitting execution of the canonicalized effect only when the canonicalized effect satisfies the immutable governance parameters;
