[0002] The subject disclosure relates to public safety answering point (PSAP) access from a private core network.

[0003] A wireless carrier network can communicate with end user subscriber devices (e.g., devices owned/used by subscribers to the wireless carrier network) as well as end user roaming devices (e.g., devices owned/used by subscribers to another wireless carrier network that are roaming on the wireless carrier network). The wireless carrier network will support emergency 911 calling by the end user devices with which it communicates. The emergency 911 calling will include directing and facilitating 911 emergency calls between an end user device and an emergency call response center (e.g., public safety answering point (PSAP)).

[0004] A wireless private network can communicate with end user devices (e.g., devices owned/used by employees or others associated with the wireless private network). Such a wireless private network may or may not support emergency 911 calling by the end user devices with which it communicates. For instance, if a wireless private network has no connectivity to the Internet or to a carrier network (that is, if the wireless private network is “isolated”) then the wireless private network will not support emergency 911 calling. On the other hand, if a wireless private network does have connectivity to the Internet or to a carrier network (that is, if the wireless private network is not “isolated”) then the wireless private network can support emergency 911 calling (e.g., directing and facilitating 911 emergency calls between an end user device and an emergency call response center (e.g., public safety answering point (PSAP)).

[0017] The subject disclosure describes, among other things, illustrative embodiments for testing 911 connectivity and determining alternative 911 connectivity path(s). Other embodiments are described in the subject disclosure.

[0018] One or more aspects of the subject disclosure include public safety answering point (PSAP) access from a private core network (e.g., a private wireless network using licensed cellular spectrum and/or citizen band radio spectrum (CBRS)).

[0019] As described herein, there can be instances in which a 911 call to an emergency response system (e.g., a public safety answering point (PSAP)) is made by an end user device operating on a private core network. However, such a private core network is typically not obligated to comply with public 911 rules. Thus, there can be situations in which the private core network does not allow the 911 call to go “offnet” to complete to the PSAP (e.g., because the private core network is not connected to the Internet or to a carrier backbone).

[0020] Various embodiments address this undesirable situation (in which a 911 call to an emergency response system is not competed) by operating as follows:

• • [0021] a. User equipment (UE) operating on a private core network will switch connection(s) as needed to make sure a 911 call (or 911 text) gets completed.
    • [0022] 1. In various embodiments, a CBRS private Location Information (ALI) can be included as part of the 911 call (or 911 text), no matter which connection is used.

[0023] One or more aspects of the subject disclosure include a device, comprising: a processing system including a processor; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising: directing a ping message via a private core network to a public safety answering point (PSAP); determining whether a ping response is received from the PSAP, resulting in a determination; and responsive to the determination being that a ping response is not received from the PSAP, determining an alternate communication path via which an emergency communication can be transmitted to the PSAP.

[0025] One or more aspects of the subject disclosure include a method, comprising: receiving, by a first processing system of a first mobile communication device including a first processor, a first message from a private core network that a communication channel from the private core network with which the first mobile communication device is communicating to an emergency response center does not exist; responsive to receipt of the first message, determining by the first processing system an alternate communication path via which an emergency communication can be transmitted to the emergency response center; storing, by the first processing system, the first message; receiving, by the first processing system, a query from a second processing system of a second mobile communication device including a second processor, the query being configured to determine whether a communication channel from the private core network with which the second mobile communication device is communicating to an emergency response center does not exist; and responsive to receipt of the query, sending by the first processing system a response message to the second processing system, the response message indicating that a communication channel from the private core network with which the second mobile communication device is communicating to an emergency response center does not exist, and the response message facilitating a determining by the second processing system of an alternate communication path via which an emergency communication can be transmitted to the emergency response center.

[0026] Referring now to FIG. 1, a block diagram is shown illustrating an example, non-limiting embodiment of a system 100 in accordance with various aspects described herein. For example, system 100 can facilitate in whole or in part testing for 911 connectivity and determining alternative 911 connectivity path(s). In particular, a communications network 125 is presented for providing broadband access 110 to a plurality of data terminals 114 via access terminal 112, wireless access 120 to a plurality of mobile devices 124 and vehicle 126 via base station or access point 122, voice access 130 to a plurality of telephony devices 134, via switching device 132 and/or media access 140 to a plurality of audio/video display devices 144 via media terminal 142. In addition, communication network 125 is coupled to one or more content sources 175 of audio, video, graphics, text and/or other media. While broadband access 110, wireless access 120, voice access 130 and media access 140 are shown separately, one or more of these forms of access can be combined to provide multiple access services to a single client device (e.g., mobile devices 124 can receive media content via media terminal 142, data terminal 114 can be provided voice access via switching device 132, and so on).

[0027] The communications network 125 includes a plurality of network elements (NE) 150, 152, 154, 156, etc. for facilitating the broadband access 110, wireless access 120, voice access 130, media access 140 and/or the distribution of content from content sources 175. The communications network 125 can include a circuit switched or packet switched network, a voice over Internet protocol (VoIP) network, Internet protocol (IP) network, a cable network, a passive or active optical network, a 4G, 5G, or higher generation wireless access network, WIMAX network, UltraWideband network, personal area network or other wireless access network, a broadcast satellite network and/or other communications network.

As seen in this figure, a GPS satellite 202 can communicate with wireless phone(s) 204 and wireless phone(s) 206 to provide location information. The wireless phone(s) 204 can be in communication with carrier network 208. The wireless phone(s) 204 can have installed thereon software, firmware, and/or the like to provide functionality such as described herein (the software, firmware, and/or the like can be in the form of an operating system and/or in the form of add on app(s)). The carrier network 208 can comprise one or more server(s) 208A (which can have installed thereon software, firmware, and/or the like to provide functionality such as described herein). Further, the wireless phone(s) 206 can be in communication with private network 210. The wireless phone(s) 206 can have installed thereon software, firmware, and/or the like to provide functionality such as described herein (the software, firmware, and/or the like can be in the form of an operating system and/or in the form of add on app(s)). The private network 210 can comprise one or more server(s) 210A (which can have installed thereon software, firmware, and/or the like to provide functionality such as described herein). Further still, IP phone(s) 212 can be in communication with IP network 214. The IP phone(s) 212 can have installed thereon software, firmware, and/or the like to provide functionality such as described herein (the software, firmware, and/or the like can be in the form of an operating system and/or in the form of add on app(s)). The IP network 214 can comprise one or more server(s) 214A (which can have installed thereon software, firmware, and/or the like to provide functionality such as described herein). Further still, softphone(s) 216 can be in communication with IP network 214. The softphone(s) 216 can have installed thereon software, firmware, and/or the like to provide functionality such as described herein (the software, firmware, and/or the like can be in the form of an operating system and/or in the form of add on app(s)). As mentioned above, the IP network 214 can comprise one or more server(s) 214A (which can have installed thereon software, firmware, and/or the like to provide functionality such as described herein).

[0036] Still referring to FIG. 2A, it is seen that private network 210 can support 911 calls from/to wireless phone(s) 206 when private network 210 has connectivity (see the dashed arrow) with CORE IP/Emergency Services IP Network 218. [0038] Referring now to FIG. 2B, this is a block diagram illustrating an example, non-limiting embodiment of a system 250 (related to PSAP proactive connectivity) in accordance with various aspects described herein. As seen in this figure, user equipment (UE) 252 can cause a “ping” to be sent in order to determine if there is connectivity between private network core 254 and a 911 network element 256 (which can include or otherwise be part of 911 response center 258). In one embodiment, the ping can be in order for the UE 252 to check to see if a CBRS private core network will connect with a PSAP to validate 911 capability. In one embodiment, the ping can be sent directly to a 911 network element such as the Emergency Services IP Network (ESInet). In one embodiment, the ping from UE 252 can be forwarded by private network core 254. In one embodiment, the ping from UE 252 can cause private network core 254 to generate a second ping to send out. In one embodiment, the UE 252 can comprise a smartphone, a cellphone, or the like. As shown, the PSAP reachability can be checked via a “ping” without actually generating a 911 call.

[0039] Still referring to FIG. 2B, if the ping reveals (such as by lack of a return response within a certain timeout period) that there is no 911 capability (e.g., the network element 256 is unreachable by the private network core 254) then the UE 252 can search for other options, such as: (A) Dual SIM/Alternate SIM Network—via activating a commercial/carrier SIM profile upon initialing a 911 call; (B) No SIM, use any available network; and/or (C) Satellite 911 services. In various embodiments, a SIM can be a physical SIM, an eSIM, or any combination thereof.

In particular a virtualized communication network is presented that can be used to implement some or all of the subsystems and functions of system 100, some or all of the subsystems and functions of system 200 some or all of the subsystems and functions of system 250, some or all of the subsystems and functions of system 270, and/or some or all of the functions of methods 2000, 2100, 2200. For example, virtualized communication network 300 can facilitate in whole or in part testing for 911 connectivity and determining alternative 911 connectivity path(s).

[0077] In particular, a cloud networking architecture is shown that leverages cloud technologies and supports rapid innovation and scalability via a transport layer 350, a virtualized network function cloud 325 and/or one or more cloud computing environments 375. In various embodiments, this cloud networking architecture is an open architecture that leverages application programming interfaces (APIs); reduces complexity from services and operations; supports more nimble business models; and rapidly and seamlessly scales to meet evolving customer requirements including traffic growth, diversity of traffic types, and diversity of performance and reliability expectations.

[0078] In contrast to traditional network elements—which are typically integrated to perform a single function, the virtualized communication network employs virtual network elements (VNEs) 330, 332, 334, etc. that perform some or all of the functions of network elements 150, 152, 154, 156, etc. For example, the network architecture can provide a substrate of networking capability, often called Network Function Virtualization Infrastructure (NFVI) or simply infrastructure that is capable of being directed with software and Software Defined Networking (SDN) protocols to perform a broad variety of network functions and services. This infrastructure can include several types of substrates. The most typical type of substrate being servers that support Network Function Virtualization (NFV), followed by packet forwarding capabilities based on generic computing resources, with specialized network technologies brought to bear when general purpose processors or general purpose integrated circuit devices offered by merchants (referred to herein as merchant silicon) are not appropriate. In this case, communication services can be implemented as cloud-centric workloads.

[0079] As an example, a traditional network element 150 (shown in FIG. 1), such as an edge router can be implemented via a VNE 330 composed of NFV software modules, merchant silicon, and associated controllers. The software can be written so that increasing workload consumes incremental resources from a common resource pool, and moreover so that it's elastic: so the resources are only consumed when needed. In a similar fashion, other network elements such as other routers, switches, edge caches, and middle-boxes are instantiated from the common resource pool. Such sharing of infrastructure across a broad set of uses makes planning and growing infrastructure easier to manage.

[0080] In an embodiment, the transport layer 350 includes fiber, cable, wired and/or wireless transport elements, network elements and interfaces to provide broadband access 110, wireless access 120, voice access 130, media access 140 and/or access to content sources 175 for distribution of content to any or all of the access technologies. In particular, in some cases a network element needs to be positioned at a specific place, and this allows for less sharing of common infrastructure. Other times, the network elements have specific physical layer adapters that cannot be abstracted or virtualized, and might require special DSP code and analog front-ends (AFEs) that do not lend themselves to implementation as VNEs 330, 332 or 334. These network elements can be included in transport layer 350.

[0081] The virtualized network function cloud 325 interfaces with the transport layer 350 to provide the VNEs 330, 332, 334, etc. to provide specific NFVs. In particular, the virtualized network function cloud 325 leverages cloud operations, applications, and architectures to support networking workloads. The virtualized network elements 330, 332 and 334 can employ network function software that provides either a one-for-one mapping of traditional network element function or alternately some combination of network functions designed for cloud computing. For example, VNEs 330, 332 and 334 can include route reflectors, domain name system (DNS) servers, and dynamic host configuration protocol (DHCP) servers, system architecture evolution (SAE) and/or mobility management entity (MME) gateways, broadband network gateways, IP edge routers for IP-VPN, Ethernet and other services, load balancers, distributers and other network elements. Because these elements don't typically need to forward large amounts of traffic, their workload can be distributed across a number of servers—each of which adds a portion of the capability, and overall which creates an elastic function with higher availability than its former monolithic version.
